Should governments sponsor the building of museums and theaters? Use specific reasons to support your answer?

Should governments sponsor the building of museums and theaters? Use 
specific reasons to support your answer.

    For my part, I believe governments should sponsor the building of museums and theaters. There are 2 reasons I think this way.

    The first reason for this is that museums and theaters belong to the higher levels of human needs base on Maslow's hierarchy of human needs. Also, they can not make money actually. For instance, people need to have food first of the all. Then they will have entertainment of museums and theaters. If people don’t have  money, they definitely don’t want to see the museums and see movies.

    The second reason is that if governments sponsor the building of museums and theaters, people can have higher understanding of arts and culture?. In my point of view, people not only need to have great life, but also have humanism quality.  If governments can support some resources for museums and theaters, people will get more benefit.

On the whole, I argue that governments should sponsor the building of museums and theaters.
