Is the Taipei’s food cleaner than Taichung’s ?

I got a chance to come back to Taichung where I have studied for a couple of years for a business trip. I remind that the people who live here are more friendly. I choose a small noodle shop to have dinner. I saw some ants are climbing when eating. I feel so disgusting. So I am wondering if the Taipei’s food is cleaner than Taichung’s or not. But I really agree that the people of Taipei concern about Hygiene more than those of Taichung, don’t they?
